Construction on the public plaza and parking garage, which is part of the Encore project just south of Castle Rock Town Hall, is nearing completion. With completion, the town is planning changes to public parking.
In the past, public parking had been allowed anywhere on the first five floors of the garage. Starting Sept. 24, public parking is only allowed in the 308 town-owned parking spaces, which are located throughout the garage’s seven floors.
To determine which spaces are public, drivers should read the paint markings. The town’s spaces are clearly marked with the word “Public” and a number ranging from 1 to 308. These spaces are generally located on the ramps on the east side of the garage, and on the north and south ends. Non-public spaces are either marked with a “C,” for commercial, or with “Reserved.” Those spaces are owned by private residents or businesses, and the public should not park in them unless permitted to do so by their owners.
The first floor of the garage, where the majority of spaces are accessed by heading straight in from the entrance rather than by turning right as was required until now, has some special public parking areas:
• Public spots 1-4 serve as ADA-accessible parking for town hall.
• Public spots 13-15 soon will be designated as 30-minute parking for town hall visitors.
• Public spots 19-24, just right of the garage’s entrance, contain electric vehicle charging stations; these spots should only be used by electric vehicles while actively charging.
• Two additional ADA spaces and three 30-minute visitor spots for town hall are located just west of town hall, along the northbound lane of Wilcox Street. The time limit is enforced between 8 a.m. and 5 p.m. Monday through Friday.
No overnight parking is allowed in the public spaces within the garage. The town will be actively enforcing this and other restrictions as detailed above.
